Abstract

This study aims to develop a primary school management and leadership model based on Bugis-Makassar local wisdom and illustrate its testing procedures using simulated data. The model operationalizes the values of sipakatau, siri’ na pacce, mappatabe’, lempu, getteng, and acca into five governance dimensions: participation, accountability, transparency, collaboration, and ongoing reflection. The research framework employed a mixed methods development approach, expert validation, and a limited pretest–posttest trial design. The simulated data represented 40 participants from the school community and seven expert validators. The analysis included reliability testing of the 25-item governance instrument, a paired-samples t test, effect size assessment, and Aiken’s V coefficient. In the simulated data, alpha coefficients of 0.909 before implementation and 0.855 after implementation indicated strong internal consistency. The mean governance score increased from 49.50 to 55.65, with a statistically significant difference, t(39) = 8.91, p < 0.001, and a large effect size (d = 1.41). The simulated expert ratings yielded Aiken’s V coefficients ranging from 0.82 to 0.96. This model offers a framework for translating local cultural values into concrete school leadership and governance routines and clarifies the operationalization of culturally responsive leadership at the primary school level. All numerical findings are simulation results and require verification using actual field data before empirical claims about the model’s validity or effectiveness are made.
