Abstract

Cross-sectoral development challenges require interconnected contributions among local government agencies, whereas planning mechanisms still tend to follow organizational structures and sectoral programs. This study aimed to analyze the strengthening of crosscutting-based development planning and formulate a model that supports the achievement of the priorities of the Padang City Regional Medium-Term Development Plan (RPJMD) for 2025–2029. The study employed an applied policy analysis approach with a document-based descriptive-evaluative design. Data were obtained through a review of planning and regulatory documents and subsequently analyzed using gap analysis, cause-and-effect analysis, the Urgency, Seriousness, and Growth (USG) method, and weighted policy alternative assessment. The results showed that the primary problem was the absence of a horizontal architecture connecting objectives, indicators, local government agency contributions, budgets, data, risks, and outcome reviews. The Integrated Inter-Agency Planning System alternative received the highest score of 4.30 compared with the other two alternatives. These findings produced the PADANG Terpadu Model, which integrates Shared Priorities, Contribution Architecture, Integrated Data, Integrated Budgeting, Performance Navigation, and Collaborative Governance. This model strengthens crosscutting planning as a governance framework for shared outcomes without establishing a separate new planning system. This study provides an operational policy framework for the Padang City Government to align the contributions of local government agencies, resources, and performance measurement more comprehensively with RPJMD priorities.
