Abstract
Human resource management within the Nutrition Fulfillment Service Unit (SPPG) is an important factor in supporting the success of the Makan Bergizi Gratis (MBG) Program, but studies on volunteer recruitment, selection, and placement practices at the service-unit level remain limited. This study aimed to analyze the implementation of volunteer recruitment, selection, and work placement at SPPG Pasar Masurai 2, Merangin Regency, Jambi Province. The study employed a qualitative descriptive approach with a case study design. Key informants were selected purposively based on their direct involvement in SPPG management. Data were collected through observation, in-depth interviews, and documentation and were then analyzed through data reduction, data presentation, and conclusion drawing across 150 data units. The results showed that recruitment was conducted through internal sources in the form of SPPI assignments and external sources involving the foundation and the local community. The selection process included administrative verification, competency assessment, interviews, and medical examinations, followed by volunteer placement based on operational needs. Its implementation encountered several constraints, namely a limited pool of competent candidates, incomplete documentation, and the need to fill staffing requirements rapidly. These findings confirm that the structured implementation of recruitment, selection, and placement contributes to strengthening human resource governance and the operational readiness of SPPG in supporting the MBG Program.
